2025 National Rover Conference in February 2025 in Kaohsiung, Taiwan
TGASC-Taiwan will organize the 2025 National Rover Conference (NRC) on 7 to 11 February 2025 in Kaohsiung, Taiwan.
The National Rover Conference is a significant event for our Rover Scouts in Taiwan. It allows young people to enhance their leadership skills at the national level of Scouting, providing opportunities for Rovers to engage in decision-making and to discuss and express their opinions on relevant issues.
We invite Rovers and young leaders in the Asia-Pacific Region to join the NRC as observers. We would like to welcome them here to embark on a mutual learning experience with us.
International scouts willing to join in the discussion with fellow Rovers are welcome to join the 2025 National Rover Conference. TGASC-Taiwan will host the 17th World Scout Moot in 2029
The General Association of Scouts of China will host the 17th World Scout Moot in 2029. Scouts of China were appointed the Host of the 2029 Moot by the 43rd World Scout Conference following a vote taken by Member Organizations.
This marks the second time that Scouts of China will host the global event, having previously played host to the 12th World Scout Moot in 2004 which brought together more than 3,000 Scouts and young leaders from 87 countries.
The programme concept of the 2029 Moot embodies a commitment to environmental sustainability with a focus on energy conservation and the protection of biodiversity to ensure that our planet remains vibrant and thriving for future generations.
The World Scout Moot aims to achieve the highest level of sustainability by adhering to the ISO 20121 standard for sustainable event management, focusing on social impact and economic benefits. Efforts include reducing energy consumption, waste generation and carbon footprint, providing sustainable transportation options, selecting eco-friendly food, promoting local economic development, and ensuring the long-term well-being of participants and the community. Sustainability is a priority in all activities, encompassing environmental, social and economic aspects.
As part of the programme, International Patrols will explore nature, culture, adventure and community over six days on various trails, culminating in Basecamp activities in Tsou Ma Lai Farm. To manage participation fees, the Host aims to secure venue support to reduce costs and minimize expenses related to public relations, headquarters operations and administrative fees. In addition, a plan will be developed to reduce unnecessary purchases and seek local government support for subcamp operations.
Every four years, the World Scout Moot is held for Scouts aged 18- to 25, often known as Rovers. The Moot is an opportunity for thousands of young people to come together and immerse themselves in the spirit of Scouting, forge new friendships, and develop skills and understanding that will help them become better global citizens.
The Moot tradition began in 1931 in Switzerland and consists of two distinct parts. During the ‘Path,’ Scouts from a variety of nationalities explore the host country in patrols, allowing for a rich exchange of culture and learning. In the second part, participants gather together on-site to continue their Scouting journey together in a traditional Jamboree-style camp.

We take the pleasure to announce that our scout association will host the 16th National Rover Moot in August 2024. We would like to extend a cordial invitation to Rover Scouts and young leaders aged 18-26 to join us in the Rover Moot. The Rover Moot will be mainly held from 15th to 20th August 2024 at Yangmingshan Scout Center in Taipei and other cities in Taiwan, including Keelung, Taoyuan, Miaoli and Taichung. We anticipate gathering 300 Rover Scouts and young leaders from Taiwan and all over the world. The Moot fee is NTD 7,500 per person. Scouts of China (Taiwan) is also the official bidder for the 17th World Scout Moot in 2029. We look forward to hosting the next World Scout Moot in Taiwan. Welcome all the rovers and young adults from 174 NSOs to gather in Taiwan both now and in the future. Our scout association will host the 12th National Scout Jamboree in July 2024. We want to extend our cordial invitation to your scout association to join us in celebrating World Scout Brotherhood and friendship.
This Jamboree will be held from 10 to July 16 at the Tsou-Ma-Lai Farm, Tainan, in southern Taiwan. We are estimated to have more than 10,000 scouts and leaders attending this Jamboree. The Jamboree fee is USD 300 per person, and we also invite young leaders and rover scouts to work for the Jamboree as IST.

TGASC(Taiwan) - Potential Bid for the 17th World Scout Moot in 2029
The World Scout Committee just announced their decision for the future World Scout Events during the recent meeting in Kuala Lumpur in September 2023.
For the World Scout Moot, the World Scout Committee announced that due to its nature of being an educational event, it will be considered at the next meeting in March 2024 after reflecting on the learnings and outcomes of the Panel of Experts reviewing the 25th World Scout Jamboree.
However, the World Scout Committee noted two potential bids from the Scout Association of Azerbaijan and our Scout Association for bidding on the 19th World Scout Moot in 2029. Thus, we are proud to announce that we are prepared for the potential bid for hosting this World Event in Taiwan.
Scouts of China(Taiwan) successfully hosted the 12th World Scout Moot in Taiwan in 2004. There were 3,000 rovers and young adults from 87 NSOs worldwide who had a good time and left Taiwan with great memories. If we could win the bid to host the 19th World Scout Moot in 2029 again, it will be a great opportunity for us to welcome all the rovers and young adults from 174 NSOs to Taiwan to enjoy the fun, nature and take the Global challenges that we are facing and work out our solutions.
Under the leadership of Mr. LIN Yu-Chang, former Chief Commissioner, and Mr. CHENG Wen-Tsan, the current Chief Commissioner, our National Board has approved our bid for this World Events, and we have full support from them. We hosted staff from the World Scout Bureau to visit our proposed site, and we completed our GSAT 3.0 after completing GSAT 2.0 in 2019. These measures strengthen our proposed potential bid.

The General Association of the Scouts of China (Taiwan) Türkiye-Syria Earthquake Relief Project Phase I was Completed Successfully.
This week, the Scouts of China (Taiwan) cooperated with the Turkish Trade Office In Taipei, the Scouts of China Foundation (Taiwan), the Taiwan Provincial Scout Council, TT&T CO., LTD., and Taipei 360 Neihu Community Scout Group to donate 347 warm sleeping bags and 300 emergency blankets, a total of 42 boxes and nearly 600 kilograms of relief supply to the earthquake victims in Türkiye.
The donation was delivered to the Turkish Airlines warehouse yesterday (11 February) after sorting the goods and packing them. Today (12 February), they will be transported by Turkish Airlines to Ankara, the capital city of Türkiye, and delivered to the earthquake area.
Turkish Trade Office Representative Mr. Muhammed Berdibek and Deputy Representative Mr. Nurullah Ayvaz expressed their gratitude to Scouts of China (Taiwan) for their quick and efficient response. And the supplies have been packed and sent directly to the Turkish Airlines storage center in Taiwan and will be sent to Ankara today on Turkish Airlines.
Different cities and counties' scout councils of Taiwan have also launched various activities in this Scout Action. Taipei City Scout Council has launched a relief supply drive, and Kaohsiung City Scout Council has launched a fundraising campaign. Other scout councils from Taiwan also do their part to help the international community through various activities. The Turkish Trade Office In Taipei thanked the Scouts of China (Taiwan) for completing the collection of supplies and sending them directly to the airline's storage within a concise period.
Scouts are global citizens, and humanitarian relief is the responsibility of Scouting, in line with the Scout's Messengers of Peace philosophy.
Scouts of China (Taiwan) has also launched a fundraising campaign, and the fund will go through the World Organization of the Scout Movement (WOSM) donation platform to the Scouting and Guiding Federation of Türkiye and the Scouts of Syria to assist the community reconstruction work initiated by the Scouts there.

TGASC-Taiwan had a partnership project “Scout Day” with Shin Kong Mitsukoshi Department Store and Decathlon Sport Retailer to promote Scouting image and also try to recruit young people to join Scouting.
TGASC-Taiwan had a partnership project “Scout Day” with Shin Kong Mitsukoshi Department Store and Decathlon Sport Retailer to promote Scouting image and also try to recruit young people to join Scouting.
Scout Day is a half day activity which provides Scouting experiences to young kids age from 5 to 12. Shin Kong Mitsukoshi and Decathlon invited their customers and young kids to sign up and join the Scout Day activities.
Scout Leaders arranged different base activities and taught these young kids how to tie knots, tent pitching and play fun games. Kids were excited about these activities and games. Customers and parents asked about how to join Scouting while they were shopping for outdoor equipment.
The Scout Day was held in Shin Kong Mitsukoshi on Saturday 1 October and in Decathlon in Taoyuan and Taiwan on Sunday 2 October. There were some 100 kids participated in Shin Kong Mitsukoshi and Decathlon this weekend.
More Scout Day activities will be held with other branch stores of Decathlon later in October and November, 2023.

2022 National Rover Conference was held on 19 to 23 August at Yangmingshan Scout Camp in Taipei, Taiwan.
The theme of the 2022 National Rover Conference is “Keep Rovering,” which encourages rover scouts to continue their path in Scouting after the Pandemic. This is the first in-person event for Rover Scouts at the national level after the pandemic. It attracted some 150 participants and staff members for this five-day event.
Mr. Su, Te-Hsiang, Secretary General, attended the opening ceremony and outlined the 2022-2025 Triennial plan for TGASC-Taiwan. He encouraged rovers to participate in more international events, like World Scout Moot, Regional Youth forum, World Scout Conferences, Etc.
NRC 2022 invited many speakers, most of whom were former rover scouts, to share their experiences in Scouting and career development. Rover Scouts had a fruitful discussion about the issues concerning young people, and they also discussed programs related to Scouts for SDGs and the Better World Framework. The highlight of the conference was a Hackathon that encouraged rover scouts to submit proposals within 24 hours. The top 4 projects were selected by a jury, and a bonus of USD170 was given as a seed fund for their projects.
Other than meeting and discussion, the participants also enjoyed themselves during the evening campfire, night market, and Summer Party.

The First meeting of National Secretary General Meeting in 2022 was held on 21-22 August in Hsinchu County, Taiwan.
Mr. Wen-Tsan Cheng, Chairman & Chief Commissioner, presided the meeting and had a fruitful discussion on the preparation of 12th National Jamboree, and the draft regulation on membership registration.
This is the first in-person meeting with Secretary Generals from local councils after the Pandemic. The last meeting was held in December 2021.
The purpose of the National Secretary General meeting is to communicate national policy or events with local councils. The meeting used to be hold 3 or 4 times in a year.

Inauguration Ceremony for the National Scout Council 2022-2025
President Tsai, Ing-Wen graced the inauguration ceremony for the National Scout Council 2022-2025 on 24 July in Taipei. She expressed her appreciations to Mr. Lin, Yu-Chang, the outgoing Chairman and Chief Commissioner and all the members of National Scout Council for the great effort and contribution to Scouting during the tenue of 2016-2022.
She also wishes the best luck for the new Chairman and Chief Commissioner, Mr. Cheng, Wen-Tsan and encourages him to lead the Scouting in Taiwan to a new era and let the World see the development of Scouting in Taiwan.
Mr. Cheng, Wen-Tsan also presented the certificate of appointment to National Training Commissioner and chairperson of various national committee, like National Rover and Youth Committee, National Committee on Gender Equity, etc.
